Denver, Colorado Launches "Project Odysseus" To Keep Alterra From Moving To SLC

Rumor has it that the company behind the IKON Pass is planning to move its headquarters, but its home state is willing to pay a lot to keep it there.

Alterra Mountain Co. is currently based in Denver, Colorado‘s River North Art District, but news outlets have reported speculation that the company is considering a move to Salt Lake City.

However, on Monday, July 27, 2026, the Colorado Economic Development Commission (EDC) held an emergency meeting to approve a grant and job-creation tax rebates for an unnamed outdoor company that applied for the economic incentive grant under an anonymous title. “Project Odysseus” was used as a pseudonym for the company, which, following the EDC’s meeting, received nearly $4M in grants and tax rebates, according to the Denver Gazette.

The package approved by the EDC included a $1M loan and $1M grant to Project Odysseus, as well as $1.9M in Job Growth Incentive Tax Credits for up to 106 jobs with an average annual salary of $131,000, over the incentive’s eight-year span. The incentive requires projects to actively consider multiple states and/or countries to be eligible.

Although there hasn’t been confirmation that Project Odysseus is, in fact, Alterra Mountain Co., the Denver Downtown Development Authority (DDA) did announce the approval of a loan for Alterra just days prior. On July 22, 2026, the DDA published a press release saying that Alterra was actively exploring several long-term office locations for its headquarters in downtown Denver. As a result, the DDA had offered them a $7M loan if the company selected a building within the boundaries of DDA’s jurisdiction, in an effort to retain major employers, increase foot traffic, and fill underutilized office space in the area. The DDA’s current projects are located between I-70 and E 20th Avenue/20th Street, Speer Boulevard, and 16th Street.

Earlier this month, the EDC and DDA partnered with Denver Economic Development and Opportunity and Mayor Mike Johnston to announce plans to invest $100M to create 10,000 jobs over the next three years. The package also included $40M in incentives to drive job creation and catalyze the leasing of new downtown office space.

Alterra Mountain Co. currently owns Arapahoe Basin, Steamboat Resort, and Winter Park Resort in Colorado.
